SB7 - In May 1999, the Texas Legislature passed Senate Bill 7, designed to restructure the State's electric utility industry. SB7 also established a goal for energy efficiency. In 2002, energy efficiency resources must satisfy at least 5% of each affected utility's growth in demand. Starting in 2003, at least 10% must be satisfied by energy efficiency.

Energy Efficiency Rule - In March 2000, the Public Utility Commission of Texas (PUCT) adopted the "Energy Efficiency Rule" which provides the State's regulated utilities with guidance toward the establishment of new, cost-effective energy efficiency programs. This rule was revised in late 2002.

Energy Efficiency Implementation Project - Working with the Staff of the PUCT and other parties, the State's investor-owned utilities developed a comprehensive set of programs to cost-effectively induce energy efficiency.  Work products developed through the Implementation Project were codified as Subst. R.25.184. This rule was approved by the PUCT on June 18, 2003.
