What is a project?
A project is the set of proposed or
installed energy efficiency measures or other improvements necessary to
produce energy savings under the program contained in one program application.
One project may contain energy efficiency measures at more than one customer
site, as long as the customers and sites represented in each project are
similar. For the Hard-to-Reach program, a project must include measures that
control energy waste by making improvements to the structural envelope. This
includes installing ceiling, wall or floor insulation; reducing air
infiltration, and improving the efficiency of HVAC ducts.

Who may participate in the Hard-to-Reach Standard Offer Program?
The
following types of organizations are eligible to participate as Project
Sponsors in the HTR SOP: National energy service companies, including
unregulated utility subsidiariesLocal contractors or ESCOsQualified
not-for-profit housing or social service organizationsNational or local
companies that manufacture or distribute energy-related products (e.g.,
lighting, HVAC) or services (e.g., construction, financing)Retailers are also
eligible if they install the particular energy-efficiency products sold as
part of this program.

Does the customer site for a project have to purchase their energy from
Entergy?
No. Any customer that receives distribution and transmission
service from Entergy's distribution utility in Texas can be a host customer.
Selecting Entergy as your Retail Electric Provider is not a requirement.

What is the maximum amount of incentive funding one Project Sponsor can
reserve?
No project sponsor and its affiliates may reserve more than
20 percent of the total HTR SOP funding, less the Small Project set-aside.

What is the definition of an "affiliate"?

has provided the following interpretation of the term "affiliate

When are incentive payments made?
For projects that are based
on deemed savings, Project Sponsors submit Project Implementation Reports and
invoices monthly. Entergy will review reports and process payments within 45
days. For projects that are based on measured energy savings, Project Sponsors
receive 40% of the incentives after the project is installed, documented and
verified. Project Sponsors receive the balance of the incentive after
performance activities are completed, that is, after the savings are measured
and verified.

What is the minimum size project?
Each project must be expected
to save at least 15 kW on-peak between June and September, 1 p.m. to 7 p.m.,
weekdays.

When can projects be combined or aggregated into a single application?
Different
project sites may be combined into one application if the sites have identical
proposed energy efficiency measures, similar functions, and similar operating
conditions.

What types of energy efficiency measures are eligible for incentives?
The
HTR SOP is designed to allow a wide range of energy efficiency measures and
technologies in retrofit applications to receive funding. However, a measure
that controls the energy waste from the residential structure must be
installed. This can include insulating the ceiling, exterior walls, or floor
of a pier and beam construction. It can also include measures to reduce air
infiltration, such as weatherstripping, and measures to improve the efficiency
of HVAC ducts.

When can a proposed project be installed?
A project cannot be
installed until Entergy has approved the Project Sponsor's application and
executed a HTR SOP Agreement and the Project Sponsor has supplied Entergy with
notification of insurance coverage.

How can I participate in the HTR SOP?
Eligible entities can
start the participation process by submitting a Project Application to Entergy
to reserve funding based on the expected energy savings for a proposed project
during a 12-month period in the program. If you are interested in learning

Can a Project Sponsor participate in multiple programs?
Yes,
but the Project Sponsor will be subject to the funding limitations set by the
individual programs.

What can I do to complain about Entergy's administration of the HTR SOP?
You
should first contact the Program Manager to discuss your concerns. You may
file a formal complaint by contacting the PUCT's Office of Consumer Protection.
