Background: Legislative and Regulatory Development of these Programs
SB7 - In May 1999, the Texas Legislature passed Senate Bill 7, designed to
restructure the State's electric utility industry. SB7 also established a goal
for energy efficiency. In 2002, energy efficiency resources must satisfy at
least 5% of each affected utility's growth in demand. Starting in 2003, at
least 10% must be satisfied by energy efficiency.
