1. Who may participate in the Res/Com Standard Offer Program?
The following types of organizations are eligible to participate as Project Sponsors in the Res/Com Program:

  • National energy service companies, including unregulated utility subsidiaries
  • Local contractors or ESCOs
  • National or local companies that manufacture or distribute energy-related products (e.g., lighting, HVAC) or services (e.g., construction, financing)
  • Retailers are also eligible if they install the particular energy-efficiency products sols as part of this program.

2. Does the customer site for a project have to purchase their energy from Entergy?

No. Any customer that receives distribution and transmission service from Entergy's distribution utility in Texas can be a host customer. Selecting Entergy as your Retail Electric Provider is not a requirement.

3. How does Entergy decide which projects to fund?

Entergy reviews Project Applications for customer and measure eligibility. Funds are reserved on a first-come, first-served basis until they are fully allocated.

4. When are incentive payments made?

For projects that are based on deemed, or stipulated, savings, Project Sponsors submit Project Implementation Reports (PIR) and invoices monthly. Entergy will review reports and process payments within 45 days. For projects that are based on measured energy savings, Project Sponsors receive 40% of the incentives after the project is installed, documented and verified. Project Sponsors receive the balance of the incentive after performance activities are completed, that is, after the savings are measured and verified.

5. When can a proposed project be installed?

A project cannot be installed until Entergy has approved the Project Sponsor's application and executed a Res/Com SOP Agreement and the Project Sponsor has supplied Entergy with notification of insurance coverage. Entergy will provide the Project Sponsor with written notification to proceed.

6. How can I participate in the Res/Com SOP?

Eligible entities can start the participation process by submitting a Project Application to Entergy to reserve funding based on the expected energy savings for a proposed project during a 12-month period in the program. 7. Can I work with Hard-to-Reach customers in the Res/Com SOP?

Only if you are doing new construction, "affordable housing" projects.  Entergy has allocated its funding for Hard-to-Reach customers to the Hard-to-Reach SOP.

9. What can I do to complain about Entergy's administration of the Res/Com SOP?

You should first contact the Program Manager to discuss your concerns. You may file a formal complaint by contacting the PUCT's Office of Consumer Protection.
