*Important Note: Market actors hoping to participate in either the Residential Standard Offer Program or the Hard-To-Reach Standard Offer Program must apply to both of those programs. Entergy will be awarding two contracts to each market actor selected, one for the Residential Standard Offer Program and one for the Hard-To-Reach Standard Offer Program. For the programs, the application review priority will be determined by the submission timestamp of each market actor's Residential Standard Offer Program application. Entergy will consider additional criteria during the application review process to determine which market actors will be awarded contracts.

II. ELIGIBLE MARKET ACTORS
Any entity meeting the application requirements is eligible to participate in the program as a market actor. Eligible market actors include:
- National or local energy service companies (ESCOs);
- National or local companies that provide energy-related services (e.g., contracting) or products (e.g., lighting, HVAC equipment);
- Retail Electricity Providers (REPs); and
- Retailers that install the particular energy efficiency products sold as part of this program.
III. ELIGIBLE HOST CUSTOMER
A participating customer must receive distribution and transmission service from Entergy and be located in Texas.

VI. MEASUREMENT AND VERIFICATION (M&V)
The Residential and Hard-To-Reach Standard Offer Programs provide two measurement and verification (M&V) options that can be used for determining energy savings.
Deemed Savings - Most market actors use the Deemed Savings option. This option provides pre-determined energy savings amounts approved by PUCT for most of the common energy-efficiency measures.
Measured Savings - Under this approach, savings are based on engineering calculations. The Market Actor must submit measurement and verification (MandV) plan which is consistent with IPMVP.
